US will pay for it if a missle attack is launched on Europe . We can pay for it through aid after an attack or pay for it by stopping it before it happens

The land based system was abandoned because it was not needed.

Intel reports showed Iran was more likely to build short-range missiles, and sooner, thus the missile defense system shifted from ground based to sea based on ships in the Med.

The govs of Poland and Czech were not going to approve, at least up to when the Russia-Georgia conflict broke out. While that swayed approval, new intel came in showing it would be better to go with the sea based system because it could become operaitonal much sooner, and would meet the needs of the defense system to what it is intended to do, knock out Iranian missiles.

The abandonment of the ground base system had nothing to do with Russia, the system jsut shifted to a sea base system.

There will still be some smaller mobile land based US SM-3 ballistic missile interceptors and radar systems in Europe at Deveselu Air Base in Romania and Redzikowo in Poland but this will be nothing like the original US plans, and as you rightly point out most of the investment will now be in a sea based system.
