Isn't a part of the oath of the Presidency to uphold the laws of these United States?

If part of the oath of the president of the United States is to preserve, protect, and defend the constitution, and the the bill would simply hold agency official responsible for upholding the law, and those laws are constitutionally voted in and are active, then wouldn't he technically be in violation of the oath of his office and therefore be liable for impeachment?

You forgot and he adds as need to the provisions. How Many Pages are we up to now??? Its actually sad a standing President Like President Obama and his Cabinet endorses to side step the Constitution and up hold the laws of the land!

Enforcement priorities are different from acting in contradiction to the established law. There is no line item veto, so the President can't just waive requirements and pick and choose what to enforce.
