Yes they have risen dramatically and that's why you had bi-partisan support for health care reform in 2008. The legislation passed by the Democrats hinges on the mandate which requires people to buy insurance. If this article is accurate people that had insurance policies cancelled will not be required to get it until 2016, in addition to the uninsured that didn't purchase insurance in this case we're actually going backwards where insured people are now uninsured.
As I understand it,the latest extention applies to those who were insured and can demonstrate that remaining insured is a financial hardship. There never was a practical way to enforce the individual mandate.
Back when..... Mass. also found it necessary to extend deadlines for the state individual mandate.

No they do not have to provide any proof of hardship.
The government is going by their word on the form.
Agreeing with Morris - the entire ACA, minus the preexisting thing, has been effectively repealed. Democrats scared of the ACA dragging down their electoral chances are piecemeal repealing their own law before it can do them any further damage.
Like the law or not, Obama is repealing it via EO. (which oddly enough was considered a strike against Romney when he promised to do the same thing during the campaign? Odd...)

Oh yeah, I forgot you LIKE ObamaCare. The bill that EVERY AMERICAN is REQUIRE BY LAW to participate in and is sooo good Obama and the dems can't wait to dump it on EVERY American.
Uh oh. wait a minute it isn't as great as claimed. What is this now 29 delays, and hundreds of waivers.
A simple question IF it is SO good as claimed, why does Obama give hundres of waivers AND keeps giving extensions.

But the catastrophic plans were originally intended for people under 30, w/ rates calculated accordingly. But now they are going to be getting people in their 50's and 60's signing up for catastrophic plans.

HHS promised the world to the insurance companies that jumped on the bandwagon.
And now HHS/WH are changing the rules of the game.
Well HHS also promised to bail them out so they really have nothing to lose.
Remember we're going to bail them out if they don't make profits.
I bet those insurance companies that said "No thanks" to HHS are feeling pretty good about now.
This is really big news for individuals and families who didn't want to be forced into the more expensive ACA-compliant policies. Hoping the states will allow insurers to continue to offer the policies that families had previously.
That said, the current low enrollment shows that Americans are not thrilled about their government forcing them to buy a specific product, even with bribes of subsidies and threats of fines. Just imagine what the response would have been if everyone had to give up their employer paid policies and buy off the exchange.
I don't think they will admit failure. But I do think it's fair to delay the individual mandate since the White House already delayed the employer mandate.
