Weak.

Obama's not doing anything beyond what Europe's Big Three (Merkel, Hollande and Cameron) want to do and he shouldn't. They want to start off with small sanctions and that's what they're doing.

A small sanction, not a meaningless one. Obama's meaningless sanction made him a global laughingstock, and rightly so. Perhaps he'll take Dmitry Rogozin's advice and actually think before he opens his mouth next time.
