It's hubrus. Estonian has been the official language of Estonia, and despite that, some pigheaded arrogant Russians still refuse to speak Estonian in public places. Most Estonians smile and try to accommodate their needs.

Estonia is another country that has been invaded by scads of countries over the centuries, was occupied by the Nazis then seized by the USSR until they won their freedom in the Singing Revolution. Another place where Stalin deported and murdered the indigenous people.
