Why was it bad judgement? Do you feel the same when they family next to you prays before their meal at Denny's?
The 'observation deck' both the 86th fl and 102 fl is a business that charges a fee. You enter, you observe, you leave. If anyone or group conducts themselves otherwise, management has a right to remove them. If they allowed a group to 'pray', every special interest group would demand that they be allowed to do whatever they wanted to do.

Because at some point some people decided to take photographs from the deck that lead every special interest group to demand to do whatever they wanted to?
This aint Denny's and nobody cares like you say. These folks wanted people to care. Do you get the difference? I doubt it.
If nobody would have cared and minded their own business then nobody would have cared. Muslims pray in public millions of times a day.....as do Catholics, Baptists, etc.
I'm for free speech --- except that Muslims will go into some jihad rampage if anyone attempts to convert them or pray in front of them. Free speech would have to work both directions.
And you know this how?? If you were a religious person would you go around trying to convert people to your religious belief? I say "if", because I've never seen such a hateful person like you.
Jehovah Witnesses actually go to the homes of people, not knowing what religion they are, trying to convert them. They push their material onto people in the public. Same for Jews for Jesus. Born again Christians will try to "sell" their belief during a conversation. Muslims don't push conversion like other religions do.
It's OK for missionaries to travel to Islamic countries trying to convert Muslims, yet you think that Muslims are out to convert everyone in America.
How about just letting people be and let them practice whatever religion that they put their faith into?
