Probably because taxpayers are rightfully frugal and therefore society doesn't train eight different levels of tactical teams, each one to be deployed to every incident, with the other seven teams to be dismissed once the actual level of threat is ascertained and it is therefore determined that the level 4 team was needed in this case, and not the lower level 1-3 teams nor the higher level 5-8 teams. Police generally have two levels of tactical response, the basic level and higher level needed whenever the threat, as in this case, is higher than the basic level. They train the team in one set of weapons and tactics, rather than seven variable levels of weapons in tactics and expecting them to change protocol on a dime when more information about the thread becomes evident. Taxpayers shouldn't be over-charged to foster the overly-petty criteria that you apparently want to apply.

It looks like one or more of the officers panic fired with live ammo before the bean bags were fired.
He did have a knife in his hand although he wasn't in a position to attack the officers. And his back was turned to them when he was shot. I'll have to watch " First Blood" to see how it should have went down.
****ty police work. But he's probably a homeless vet so nobody cares. Hey you can't expect a police state to be all roses and sunshine.

So they shoot a flash bang at him and then have the dog go grab his bag then they shoot him in the back.. Once he is down on the ground almost dead they decided to shoot him with the bean bags.. Interesting procedure....

Im curious as to why they didnt shoot the bean bags at him after the flash bang... If he was still resisting , hit him with a taser or have the dog attack him.. Here in Americas cops prefer to kill first and think later i guess... Yet another murder slips by legally.

Was all that caught on tape because I'm interested in seeing it? The man was repeatedly shot with bean bag rounds, tasered, and attacked by a dog, but in all that, they had no other choice but to shoot him when his back was turned? It may be true, but does not sound plausible.
