If an insurance carrier does too well, they must share their profits with Government.

If they do badly they will be forced to get bought out and taken over by the Govt itself

If the company has too good a risk level, they will also need to refund premiums back to people

If the next year they have bad experience, they cannot legally raise their rates to recover what they lost (instead a short-term reinsurance solution is in place to sugarcoat things)

They must be forced to use good healthy people to redistribute the wealth to pay for unhealthy people, but if this strains the business, it's the whole business's fault so Govt will punish them by buying them out

They must pay for everybody's preventive and most prenatal care

In a nutshell, they can't do well or else they are slimy corporations who must give it back right away. They can't do badly or else they are deemed "bad at managing care" and Govt must get them out of the market

Ultimately Govt will buy em all out 1 by 1 and then be the only competitor...a monopoly

It will be a company fearing they will make too much profit and be punished so they redesign, but doing this causes them to get screwed the next year when Govt standard overestimates how much was too profit and how much was a cushion for next year's claims (very likely scenario)...next year that company goes deep in a hole...govt acquires the carrier ...

Then it will be 2 left, then 1 left, then Govt fullblown takeover

The inspiration for carriers right now falls in this category:

1) market share potential if a rival carrier goes down

2) opportunity to become the Govt's favorite carrier - get govt $

3) riding out the storm: hopes for HCR repeal in future year by new Congress

4) possibly redesign new business practices under the facade of being in the business of managing healthcare (new type of business purpose)

5) stand as living testimony for all future generations to see what happens when Govt runs things...so they are in it to make the case clear once and for all

Meanwhile the ACA law passed by US Congress can be horribly flawed, and the execution and administration of the law by the HHS can be a complete and utter failure... and the mindless drones who vote in this country would still vote to have Congress pass Universal health care laws, and have them be administered and executed by the HHS.

I feel like I fell thru the rabbit hole in 2009, and I'm living in an upside down land populated with utter morons in control of the country.

Yes, it essentially is a takeover. There's really no other way to put it.
