Easy answer. Killing enemy combatants in a defensive war is legal and moral.

Torture, killing noncombatants and engaging in aggressive war are illegal and immoral.

The difference between the Bush and Obama administrations is their propensity to engage in illegal and immoral behavior. Obama does not have a perfect record; but the difference is roughly the same as the difference between drinking slightly polluted tap water and drinking brine.

One reason is the lower body count. Killing fewer people and not torturing others is better than destroying nations and kidnaping people then having them tortured. Obama's policy just returns the US to the usual dull roar; you're always killing someone somewhere.

Oh, and FYI, nuking Japan not once, but twice, was ordered by a Dem president.

Someone must've thought it was worse, or we would not have signed various international treaties, and passed domestic laws against it.

And BTW killing unarmed prisoners is usually illegal too.

To outlaw killing armed combatants would be the same as to outlaw war; I would be all in favor of that, if it were possible. It didn't work for Kellogg and Briand.
