I've posted the real truth. Backed up by links to the White House, the IRS, etc. You have posted a lot of misinformation. Why don't you want to learn?

There is a reason people whip votes and why it is a big deal when it happens and why other things die in committee.

This had absolutely no changes of passing and Republicans bought it up for a vote to waist time and make a political statement.
But the liberals would decry it is a political statement if the presidents budget was not voted in. At the same time decrying it is a political statement if they do vote on it. So either way liberals would say its a political statement. IMHO its better to vote on the presidents proposed budget then to table it

You assume the white house etc dosnt present a point of view in the favor of who is in it? Further as an example, history is written by the conquerors. Not to be a conspiracy theoriest but i know some U.S history that is inaccurate.

No i wasnt. Again, i was going by fiscal year. You are still going by calender year.

the 2009 Budget was Bush's

the deficit at the end of that year was 11.9 trillion.

But Proposals arent voted on thats the problem with your argument.

Presidents Budget was voted on as it should have been. The president has a duty to present a budget. Every president should do so and each one should be voted on
