International students are a cash cow to universities. That is why he didn't get in. International students are typically charged more than out-of-state applicants typically.

San Diego State's average GPA is 3.6 and average SAT is 1030. While it doesn't break it down by first-year admits and transfers, it's clear that it's not a particularly self-selecting group.

What hurt the vet has nothing to do with illegals and everything to do was strategic enrollment management (SEM). It's standard SEM practice to deny people that appear to only be applying to a school because its a safety, and therefore are unlikely to enroll. Many rankings sites use selectivity as part of their calculations, so it does not help a lower ranked school like SDSU to accept comparatively better students who are unlikely to actually enroll because that means they need to accept MORE students to fill the freshman class. This isn't new - SEM has been in use since the early 90s (earlier at some elite institutions - but the first conference was in 1990) and now is more sophisticated with data mining to pinpoint students who are likely to enroll and students who are more likely to choose another institution.

Students who are applying to schools that are statistically a safety for them might actually have it harder to gain entrance than a student with a lower GPA.

Although he is a 4.0 student, he may not be at the same level as the 3.48 student who was accepted. The article says that the other student earned an AA, so perhaps his classes were more challenging or his admissions essay, interviews, recommendations, experience, etc. were better.

GPA is important, but it is not the full picture.

This is terribly unfortunate. Veterans preference should trump equally qualified applicants. More proof that the majority of our institutions of higher learning are operated by and for Liberals.
With 78,000 applicants and 8,000 slots what can you expect? Good schools turn away good students all the time. The bigger problem here is that California needs to build more universities.
