Korea) two billion dollar nuclear power plants (for "energy" purposes), refused to take Bin Laden into custody when offered (several times), allowed terrorism to flourish during the '90s, raised taxes which hurt the average American worker, and disgraced himself by lying under oath (perjury), obstructing justice and witness tampering, eventually leading to being impeached.
Then please council me why Clinton's approval rating was over 50% during most of the time while he was in office. His approval rating certainly never got as low as Bush's
