Based upon common sense inference, let's see here:
"Somebody who drank and drank too much" = drunk
"somebody whose lifestyle is questionable around children" = gay person
Inb4 "how do you know he means 'gay person'", you can infer this meaning based upon the rest of the quote in which the now-mayor states that he does not want to see his children be aware of people holding hands with somebody of the same gender.
So no, the quote was not changed. It was put into a condensed form so as to make a title.
It is HIS choice to make. It is his child. Yes, if one disagrees with the pink swastika lobby, one gets labelled "intolerant", "homophobic", "hateful". There is no choice with them. You either choose THEIR way or the highway.
