NPR did a feature on this issue a week or so ago. Pilot programs have shown a dramatic decline in HIV transmission rates after the circumcisions. The estimated cost of this particular program is a drop in the bucket compared to the cost of not doing it. Any suggestion of castration is offensive.
Yes, if we're paying for the HIV drugs, this is way cheaper, how much does a snipper cost? I would wonder why they can't learn to just do them themselves, give them a few snippers and it shouldn't take more than a minute instruction time.

I agree. I don't see how saving thousands or millions of impoverished people makes it any easier for a poor country to support itself. This kind of aid creates more dependence on the US for their survival.

AIDS is completely behavior based. Let things go, if people stop engaging in such behaviors within a generation the problem will disappear. Why do we spend billions so that people can continue to engage in dangerous behaviors?
A while back a coworker active in such communities approached me about sponsoring a bike ride. I said "you want me to pay so that your friends can continue to [play catcher & pitcher]?" The problem will solve itself. In Africa, it's cultural practices and other irresponsible behavior which spreads the disease. Stop doing that, people!!!
