Uh, no. See your own list below...
Now, being the traveler that I am , I have been to all of the cities you listed,
except Seattle I was only there by a flight, so I don't consider it a real visit.
I didn't consider any of them extremely dangerous in comparison
to a Chicago just walking the street, though parts of San Antonio
I found a little shady, in LA - a lot shady.

No. My context is that black "inner city" neighborhoods are dangerous.

He is taking it out of context because an inner city black neighborhood is dangerous. Period.
It does not have really anything to do with "being afraid of a black person".

Black people, themselves are afraid of walking alone in inner city black neighborhoods.

Weird, I have been in "black inner city neighborhoods" in Brooklyn and haven't been a victim of a crime once. I also don't assume all black people are criminals.

On your list - only El Paso and San Antonio have the majority of hispanic population.
Understandably so, being border cities.
And San Diego, and Los Angeles, and practically NYC. San Jose, Austin, Seattle, and (barely) NYC (33% to 28.3%) are the only cities with a predominant white population.

Let's go back to your premise though. If Hispanic = more dangerous these cities would not be the safest cities in the USA since only 17% of the US population is Hispanic and almost every city listed is well above 17%.
