There is a difference between impeachment and conviction. The two are not the same. Maybe that is the reason the GOP house fails to act. Impeachment without conviction and removal is a hollow victory.

It's no victory at all. Congress has twice impeached, and both time, the party that brought the impeachment suffered huge losses.
The first time, a vote of impeachment was called, but it narrowly failed.

The second time, the GOP fell to pieces before impeachment was even completed. A vote for impeachment was never called for in the House. Only the vote to begin proceedings was passed.

Impeachment, the forced removal of a President or Congressman from office, is the most serious political offense of all, and the process was made intentionally to be very difficult to achieve by the writers of the Constitution.

That's why it is the Congressional power least used and the least successful of all their disciplinary powers.

Impeachment is like an impartial executioner's sword. Trying to it use in on the president causes the accusers the same exposure to the same sharp blade.

I'm not sure what history book you have been reading, but two US Presidents (Johnson and Clinton) have been impeached and both were acquitted. And following the Clinton impeachment in 1999, the Republicans won the White House, retained control of the House of Reps (they lost 2 seats) and retained control of the Senate (50 / 50 with VP vote tiebreaker).

Not exactly "the party that brought the impeachment suffered huge losses."
