If it helps he spent 12 years in Gitmo, and underwent special interrogation with no charges filed. Is the photo real? 15% chance I would say.

As for our government? Im still alive, the vast majority of us are in fact. I imagine I should avoid Afghanistan as a tourist destination.....but then again even before the war that was true.
I would rather not meet him, he's wanted by the United Nations for Crimes Against Humanity and as a Senior Commander in the Taliban slaughtered whole villages of more moderate Sunni and Shiite Muslims.
He should really been in the hands of the International Criminal Court in the Hague which has tried War Crimes across the world including the Balkans and Rwanda.
Mullah Norullah Noori also one of the five released men is also wanted by the UN International Courts.
