BC is not the US. So what is the point if you are taxed and then the money is given back? What exactly is the point of this madness that you claim is revenue neutral and saving the planet?? Just don't tax in the first place and you are revenue neutral right? Or is it just a feel good tax you can bray about. Or more likely your heroes are stealing money on the side that you don't see. You are a sucker.
