I'm just guessing, but I think the segment Lucario is referencing is that segment of society that is uneducated, filled with hatred, and gets its biggest kicks from coming up with nasty names to call other people.
The mental image I got from reading some of partsunknown's posts is of an unwashed, uncombed, raggedy guy throwing back a case of beer a night, yelling at his girlfriend (or mother) to make him some dam dinner, and salivating over his keyboard.
