A better choice would be a simple radio-jammer. Every drone gets its instructions from a radio source. In the case of the better (more expensive) drones, when that radio signal is lost they return back to their original ("home") starting position. The cheap drones just fall out of the sky.

Here's the the funny part. She lives in a high rise in Seattle. There's nothing stopping people from miles around from peering in to her window with binoculars or a telescope. I've seen the TV interviews. She was probably disappointed when she realized nobody was looking at her.
