No, it will soon be a requirement. For example, my mother recently told me she got calls from PPL (Penna Power and Light) that they analyzed her power usage and concluded she is not using the expected amount of electric power as compared to the community average and would have her electric rates adjusted upwards a a result. The other came from the Western Berks Water Authority they were concerned with her low water usage and were wanting to know if the premises was often unoccupied. This will be the futuire for the frugal. American business will not tolerate people who try to cut their expected revenues. The question I posed is not invalid.
Arizona does the same thing where in the past two years the gas and electric companies were authorized to charge more based on average usage over a 10 year period. Arizona is completely run by Republicans and as far as I know the power and gas companies are private and want to maintain their profits. I got charged an extra $60 for gas I didn't use. I think you are more likely to see this de-regulation in states where the Republicans are running things.
Loss of liberty? Nanny state? Nobody is forcing you to have this kind of technology in your home so your argument is invalid.
Some communities have big incentives for homeowners to install thermostats that can be controlled by the utility company. Incentives can easily turn into penalties or fines over time.
I am a techie kind of person. I have nearly zero interest in my home being networked to the outside world. I don't want sensors all around the house capturing activity data that has no legitimate use to anyone but me.
Who woulda thought 20 years ago that a doctor would have the gall to ask a patient "Is there a gun in your home?" I understand they do that in some places back East.
NOT here in Montana, though. The doctors here understand it is none of their business!
Smart people, our doctors (usually).

Doctors in Montana have to answer to the same insurers and Federal agencies like the Centers for Medicare Services contractors and the VA as Doctors back East. Unless they want to see cuts in their income they will have to work with those who pay them, as you note Docyors are smart people and they will get the the message being communicated by those who pay them.

If the data makes some one else a profit isn't that a legitament use of the data by they values and morals of our wonderful United States of America. So if you re interfering with the rights of Mr Bezos at Amazon or Mr Brin at Goggle or anyone else to creatre new ways to get money out of your existence isn't this sort of un-American?

All deregulation is doing is putting the consummer on a short dogs lease held by they holding companies that own the pieces of the fractured utilities that once served most of us. With the effective end of public utilites commissions you don't even have a place to send your complaints.By slicing up the utilities you now get frequent rate or price increases for fuel, generation, transmission and i've noticed recently emergency serives when our aging electric grid gets coated with ice, knowed down by thunderstorms or other natural or unnatural disasters!
