Well of COURSE they were excessive, when you are dealing with lawyers the costs are always excessive. What did they think would happen? Stupidity. They should fire their own lawyers for not immediately telling them that this was a bad bad idea.

Either that or the law firms that the city are employing are owned by relatives of theirs.

Ever heard of their truck scandal?

Wildly spending city money is only stupid if it's benefiting someone else and you aren't getting a cut.
