There seems to be something of a correlation there. But, it's not absolute.. Nevada has great business tax rates, but horrible unemployment.
Iowa is one of the worst business tax states, but is top-10 in unemployment.
5 of the top-10 business tax states are in the top-10 for unemployment.
Of the bottom 5.. None are in the bottom 10 for unemployment.. Though.. 3 of them are bubbling right under (or above) the bottom 10.
There's lots of factors that have to be considered. Nevada, I partly understand their bad unemployment.. I mean, what is there? casinos, support for the casinos.. What else is there? Really.. Someone who's out there.. What else is there? I don't know.. Has to be something.
Rhode Island.. WTF is going on there?
ND and SD with the oil boom happening.. They're paying fast food workers $15/hr to get them there.

States compete for corporate business that create jobs. States are more than willing to provide tax credits to offset statutory taxes.
Right to work states tend to have an advantage in certain business sectors. Boeing relocated one of its plants from Washington to NC. Union jobs that paid $x in Washington only needed to pay $y in NC. Assuming the Boeing worker had a spouse and 2 kids, the Washington worker did not qualify for low income benefits. That the NC worker makes half what the Washington worker makes and assuming a family of 4, the worker qualifies for EITC and other low income benefits.
The cost of living in NC is less than Washington so less income goes further. Add in ETIF and qualifying for other low income welfare benefits, is there a meaningful difference in disposable incomes between the 2 states, so long as the federal and state subsidize Boeing? How long would it be before workers organized in some states if ETIF and other low income benefits went poof?
Some states have an endless pool of illegal immigrants which comes in handy in construction. Why pay a union worker $27 hour when an undocumented worker may work longer and harder for $8 an hour via a sub contractor ?
How about those states that benefit most from defense and foreign military aid which funds contracts for military equipment made in the USA. What might those states look like if defense spending was cut in half and the US suspended all foreign military aid? As is defense spending funds the manufacturing of stuff the military does not need or want. So it's given away to other countries and US municipalities.
Over time many states have found themselves in the right spot at the right time. The rust belt is a classic example of this. Oil will be another. Nothing short of a massive natural disaster is going to take down the engines in NYC or California. Way too much diversity and foreign money flowing into those local economies.
All together now let's join hands and blame Obama.
