It has existed and nobody has been serious about it. Do you really think that the fact that it's "worse right now" has nothing to do with "current policy changes?" Those policy changes include making it easier, a refusal to enforce the law and legal action against states trying to do something to help the problem to go along with an unwillingness to support a reform package that requires the border to be closed.
