80/20 rule. This is chump change being spent, and the vast majority of everything that passes is also never successfully overturned. That makes the spending on the stuff overturned an insignificant anomoly.

No. alleging it is does not make it a violation, proving it in a court of law does make it a violation.
Until than, it remains just an allegation.
