What has Iran done to us where the U S should devastate the country?
It's not about devastating a country, it's about having the capability of devastating specific facilities. Currently the only type of weapon that is absolutely capable of destroying these underground facilities is nuclear tipped bunker busters. To do that with conventional weapons you need a bigger bomb which also means you need a plane to carry it.
For example the bombs dropped on Japan would have been useless without the B-29. Small bit of history here, the most expensive weapons project of WW2 was not the Manhattan project. It was the B-29.

When the time comes for when you NEED a bomber, it is far to late to design and produce one.

1) the B1 bomber program was canceled.
2) today we have a variety of alternatives to conventional bombers. The clip doesn't explain why the need for such airplanes, only that the existing fleet is old.
