The other people did.

There is a huge difference here. Duncan was not a medical person.
He was your normal Joe.

Duncan's experience is how this is going to go down should an outbreak happen.
You'll have people that have no idea they were exposed.

Drop the level 4 mumbo jumbo please, because it's irrelevant. If you follow the news, you are aware that the CDC has been saying that Ebola WILL eventually reach the United States. Ebola originates in Africa. A guy comes from Liberia. He has symptoms. Hmm. I wonder what that could possibly be. Eh, it's just the sniffles. Let's send him home with anti-biotics and call it good.

Either the nurse screwed up and didn't communicate with the attending physician; and/or the attending physician ignored the travel history and discharged the patient; and/or the hospital's administration failed to adequately inform and/or train their staff. Or maybe they told him to go away because he obviously had no insurance. There are many, many possible reasons why they screwed up and we still don't know the story.

There are employees at that Dallas hospital who will probably never speak to each other again because they are so furious with one another.
A level 4 biohazard with a 50-90% mortality rate is NOT mumbo jumbo.

And what if the hospital and government already corrected what went wrong ?
Why do you personally need to be told ?

I don't intend to disagree with you. The reports are mysteriously not her own that she touched her face but are third party reports....I am going to hold off judgment until we see how she does. One touch is unlikely to produce transmission in many other diseases...even HIV HEPb TB all require a high level of contact and over repeated exposures...so what I am saying is ONE touch and transmission is different from the norm...and quite surprising.

None of this matters because:

Symptoms + Recent travel in West Africa = Ebola risk. Bottom line. You err on the side of caution.

Or did JJ's people make contact with Duncan's family? JJ has a tendency to make just about anything all about JJ.

Everyone is curious why the dots were not connected in Duncan's initial presentation at the ER and why he did not recive the same treatment as others diagnosed and subsequently transported back to the US. I guess it's easier to pull the race card than accept human error as it relates to the initial diagnosis.

We don't know how Duncan's condition, when admitted to the hospital compared to those who had been diagnosed in Liberia. It's possible some of Duncan's organs had already shut down.

And given the likely litigation the hospital is not in the best position to make further public statements.
