Moshe Feiglin MK, the Likudnik speaker of the Knesset, admits that US aid to Israel harms Israel:
"Israel, since 1967 has had a special connection to the U.S.. We've had 40 years of good relations, but at the same time, it's is built on the wrong concept: a concept of a big brother or even a father. This must come to an end. While we have common values and common interests, the relationship should be based on mutual respect...Jews don't want to feel alone. We have no economic need for it. In actuality, the so-called aid is harming us by not letting us determine independently our security concerns. For example, Israel is planning to buy the U.S.-made F-35 fighter plane. Israel does not need this plane; it is forced upon us by the Americans. The plane works only with American-made missiles therefore harming our capability to conduct aviation warfare effectively."
USA does not give Israel military aid out of the goodness of its heart. The USA wants, to a certain extent, to control Israel.
If the USA lost their control over Israel........the weeping and gnashing of teeth by Liberals would be even louder. Israel would conduct a proper war against the insane Snackbarians.

We don't control Israel...They ultimately do what they want to do anyway. We just meddle.
I'm a liberal, and I'm not interested in controlling anything outside of our country.
If they need 3 billion dollars, they can raise it in a second.
It doesn't take a second, but I understand what you meant. Most people think Israel is a rich country and its not. It's highest export is knowledgeable people. There are some major tech companies who set up shop in Israel which has led Israel to have a NYC type of economy. What people don't understand about Israel, is that it runs a balanced budget and has a bank account with real money in it. Israel changes it's tax rate every two years so sometimes it goes up and sometimes it goes down. They also have access to guaranteed loans and low rates. So if they have a year that does go over budget, then they go into their bank account or take out a loan which usually gets paid off within two years when they adjust the tax rates. When tax rates go up people may not like it, but they do understand why.
As to the premise of this thread it is correct, but thanks to the treaty that Carter penned there is no easy way to remove it since it would unravel numerous other things intertwined with it and probably would cost the US more than than the $3B from the military budget. Most people probably don't know that the US has a listening site setup in Israel staffed by US personnel, know about the huge amount of arms cached there for a just in case scenario for the US Military, most of usable equipment from Iraq was sent to Israel to be refurbished for future use or to be scraped (the scraped metal sales offsets the cost of doing so). Too many people are stuck on the $3B number without having a clue of what it entails.
You left out: "... most of the aid Israel receives serves the interests of the American patron."
"The American patron"-meaning multi-national War Corporations based in the US and the military-industrial complex.
For the typical American this treaty does nothing. Cut all foreign aid now-ESPECIALLY in the Middle East!
