Sure it is. Rules are made to be broken. Every single potential business that has a moderate impact (at minimum) on a local/regional economy doesn't go thru thousands of pages of code in each jurisdiction then decides where to locate.

The whores (politicians regardless of party and the business owners) all sit around a table and play "What's in it for me?" for X amount of time. If the kickbacks, bribes, etc. jive with both sides then it's ribbon cutting time.

Democrats bailed on the environment? Uh, that's just the window dressing. Democrats are for becoming richer Democrats. Same with the Republicans.

The "Gotcha!" moment isn't Dems "selling out" the environment. The "Gotcha!" moment is the owners of the means of production making up their own rules while the rest of the populace scramble for crumbs.

But by all means...chalk this up as a "win" for the fake team called the Republicans. Whatever keeps you preoccupied as the cookie jar is raided.

Tesla is nothing more than a car company that the Government, ie WH, has its back. Since all the other "green" programs under the WH regime have failed, TESLA is getting help to really tank the green programs.
Its under on its company, has failed to meet its goals, loses 10k on each car, and is selling carbon tax credits to make a profit. Its selling the tax credits that the Government pushed to force companies to sell more efficient less polluting cars. Yet, a company now can buy credits from Tesla to avoid penalties. And the great CARB California state is helping them. Stupid people elect stupid people.

I can't imagine any business that actually produces anything actually setting up shop in CA, unless the owners are long-term residents with ties to the state. And even many of them are leaving (and bringing their businesses with them). We have several CA refugee businesses (including the one I work at) in my area. CA is one of the most anti-business states in the nation. Probably not so bad if you are a service business and say write software, but actually making something is another story.

This is what happens when politics meet business. Corruption. It's the same reason Tesla dealership were banned. There were enough wealthy dealership owners who purchased some democracy and got the Tesla's banned, something that conservatives supported, despite the fact that actions like that are the complete opposite of a free market.

This isn't a liberal issue. It's a political one, and by simply accusing one party of doing it, you're not adequately addressing the problem and allowing the issue to further deteriorate.
