The waivers started before he even finished swearing in as President back in January 2009.

I'll bet you anything he was just following a script by the Big Money Think Tanks.
A black man with a sign of "Hope and Change" that is going to rein in corruption in DC and on Wall Street, at a time when the wars keep going and being in a recession brought on by Wall Street. That is what the masses wanted to hear and the Think Tanks gave it to them.

Not including "Anonymous" PACS which can't get anymore corrupt where they can hide from the eyeing public.
And don't forget to couple this with the wonderful "progressive" campaign finance regulation from California, a law that says if you lend yourself money to run for office, your campaign has to pay it back to yourself within 6 months of the election. It was intended to prevent rich people form buying their way into office. It has also made any "middle American" that wants to run beg for $$ from deep pockets.

Sadly the revolving door is nothing new. So-called govt is just one side of the same corporate coin.
