He probably won't, and here is why - the biggest issues of the medium-term future will probably include the entitlements trap of the federal budget. Medicare, Medicaid, and Social Security alone threaten to swallow up the entire federal budget and then some if nothing is done.
Bush, over the last seven years of his presidency, has done NOTHING to deal with the entitlements crisis. He made a feint at some kind of vague social security 'reform,' but then he very cowardly shrunk away from the topic entirely when it became too controversial. Great leaders do not go running for the hills when things get politically tough.
History will look back on this inaction with great unkindness, sort of like how the US presidents who came directly before the Civil War are seen as rather poor leaders unable to deal with the nation's structural problems.
It's going to have to be ANCIENT history--maybe as seen in retrospect, beginning around the year 2108. Until then, I'm afraid "great" is an overestimate. How about "not necessarily the WORST?"....
