As you see here, the term "vacation", rather than "Congressionally mandated August break", is used by both sides to suggest that someone is idle rather than "being productive" - Fox's bread and butter. In the RW media, the President is wrongly "golfing" even though the "people's house" Congress is on break, so you evidently think he should be acting unilaterally on government affairs without Congress, while you previously chastised him for it? Since you seem to have the answer on the pork riders why dont you post a link. The only thing I could find was Rand Paul adding a rider regarding the legalization of marijuan. Here a link after the bill was shot down and there was no mention of pork spending.
