But once enrollment started the WH changed their tune to hoping 8 million would sign up.

He said it dozens more times, including in June 2013: “We are not a nation that accepts nearly 46 million uninsured men, women and children.â€
The Obama administration pumped the number with official reports. The White House Council of Economic Advisers said, “Perhaps the most visible sign of the need for health care reform is the 46 million Americans currently without health insurance.†The Census Bureau got in on the act, too, saying some 48 million Americans lacked health insurance.
Huh, that's fine, but the 46 million includes millions of undocumented immigrants and millions of people who live in states in which conservatives didn't expand Medicaid.

Obama said 46 million CITIZENS right up until he said 8 million.
There is the key word so it does not include the illegal aliens.
