Notice the attitude of this police chief and his remarkable style that rejects the militarization that is becoming the trend of so many police departments. He held meetings with the residents asking what was important and what kind of police force they wanted. He understands the need to have a dept. the people can support, yet get the protection they need.
He screens the officers looking for those who are suited with the correct temperament for the type of department he's building. One that sees the community as people rejecting heavy handed or harassment tactics to raise revenue. Officers that don't see the people as the enemy but try to connect and fit in and serve them. He supports accountability and cameras.
Time will tell but he looks to be on the right path and having some success. The most important thing is he understands what it means to be a public servant and not a public master. *
