They are salary. So, they get paid whether they are there are not. They do get paid leave, like most companies. And in some circumstances, leave isnt gone after you hit a certain level and time, due to being in situations where you cant use. So, many wont lose it, and they will compile days. Lots of days.
Had co-workers in DOD with over 90 days paid vacation awaiting.

no public employee should be able to accrue 90 days paid vacation. the private sector has scaled back tremendously in terms of how PTO can be used. would it kill the public sector to make some fiscal changes too?

Its up to the business, board of directors etc etc. Benefits are different across the board. My company doesnt allow you to carry over after a year. They just pay you for the days you earned.
Military DOD, for example, a person is sometimes unable to take leave/vacation. I am sure you understand.

The bigger question regarding the parasite class is whether side lining them with pay is easier on the taxpayers than having them show up for work.

We're not talking about military here though, right?

from the article: "53,000 civilian employees were kept home for one to three months during the three fiscal years that ended in September 2013. About 4,000 were idled for three months to a year and several hundred for one to three years. "

Many federal civilian workers are unionized, so it is not as simple as management changing the rules to make things reasonable. It has to pass the union shop vote before being allowed.
