Bush tracked the weapons. Obama didn't. That's the difference.
Bush also shut down what was called Operation Wide Receiver - a gun tracing program (300 guns) - because the scale of the program was very small and didn't produce any results that would warrant to continue it. And no Americans died under the program.
Holder revived it and renamed it Fast and Furious and widened the program to gun walking (2000 guns, 1400 "lost"). and as a result two Americans were killed, which brought the program to light. I guess it would be wrong to say Holder revived Bush's operation, but more like Holder created his own operation.
So what? Reagan is dead. Obama is in office right now. Obama also made transparency a key item in his campaign.
Obama still claims that he is offering unprecedented levels of transparency - what a liar.
