He wasn't running (per se) but he made it damn clear his policies were on the ballot...ALL OF THEM...so yes, he was basically running & America reamed him up the arse.

As an Illinoisan who would've voted Rauner if I was forced to vote, it most certainly was not a vote against Obama (even though I'd be okay with voting agsint Obama). There's a huge amount of liberals who support Rauner because the Democratic establishment here in Illinois is so awful. Even Rauner's wife is a liberal who supported Rauner. Hell, I have a professor who's so liberal he could pass as a Scandinavian, but he said he was voting for Rauner. Most swing votes for Rauner were about change in Illinois, not about Obama, even if Obama wanted to make it about him.
