I did prove to you how Senators can stop any bill, you seemed to ignore that so there isn't much else I can do to help you understand that. Though it will make next year really funny when McConnell is stalling all these bills because clearly he is the only one that could stall bills when he is the Majority Leader.

Bill Clinton proposed moving some social security money into the stock market.
