I dont know if its going to be that cut and dry.

Companies might move to the leach friendly states and then create a part time workforce, thereby gutting the job opportunities in the other states.

Remember, companies are profit motivated, and I'm sure they'd love to push healthcare costs onto the state.

Canada only cracked down with passports after the US required Canadians have passports. Been a while since I have been up there but at the border station I went across I only showed a license but was warned to get a passport.
