That is pretty much it. Once created, they exist for the purpose to keep existing, they will expand their mission, and put a spin on the numerous rather vague regulations to justify their existence.

Now often have you seen a agency head being charged with a crime? Do you see charges of civil rights violation filed on the head of IRS? that resigned? No. How many who followed orders to do her bidding have been fired? If they do not know right from wrong the they shouldn't be there at the least. It shows that all involved are corrupt ;plain and simple.
