I agee. Time to start requiring and forcing everything. Including forcing parents to fund their childrens college savings accounts (since they have 18 years to do it). Fines and prison for non-compliance.

Its time to start getting serious about these things.

But I would itemize basic necessities (e.g. food at home, shelter, health insurance, etc) and use the 20th percentile of spending in each category for your household size sum each tot a total and voila. The 20th percentile of spending is an objective figure.

Which means if you are single and childless you might be paying taxes if you can afford more than a single room.

My father was in prison, he was literally unable to fund my college costs. Prison for him? Concurrent or consecutive?
