Stupid. Like paper targets somehow turn otherwise law abiding citizens into murderers.
Why don't they just stick to chasing people who have already demonstrated they are a criminals.
On coming deer or standing bear or enlarged woodchuck silhouette will do.
Remember going to visit the FBI as a boyscout as our troop leader was an agent. Shook hands with EJH and then went to the range and watched as an agent fired a Thompson sub machine gun at a human target. We were totally impressed and learned the FBI are trained to shoot to kill. The kid who sent a thank you note ended up with the shot up target to the envy of all the troop.
Banning human targets curtails freedom of expression. Talk about honoring false gods, when symbols are banned we are no differnt than the taliban destroying ancient artifacts and symbols.
Cops, why do you want this permit? applicant, self defense. Cops OK, but you know you can't practrice on human silhouette targets. Applicant, I'll do my best if I have to draw my gun.
This is just a do gooder knee jerk response to the evil that is GUNS!
Just because I shoot at a paper silhouette of a human doesn't mean I'm gonna be desensitized and start shooting at all human shaped targets any more than I'm going to watch a Nascar race then go out and drive my car 100mph up the street.
Why don't they make better laws that target criminals... oh wait criminals don't obey laws.
So, if I use a picture of a politician (any politician) as a target, that means I am planning to assassinate him/her, is that right?
Didn't I read somewhere long ago that in Japan there are businesses where you can bring your boss's picture in, buy a bunch of crockery, and relieve your frustrations by throwing cups plates,bowls and saucers at "the boss"?
If it relieves the tensions of life, it seems like a good idea...
OK, I read the article. The proposed legislation would ban human silhouette targets, but it doesn't say anything about actual pictures of people, living or dead.
SO, a picture of Al Capone would be acceptable.
So would a picture of the guy proposing the legislation!
Or a picture of my high school PE teacher (oh,yeah, that would be a FUN target!)
The possibilities are limitless!

Also if you read the article Law Enforcement is exempt from this ban.
