Here's the NPR article. It's based on the number of free/reduced price lunches, which is not the same as living below poverty level. Eligibility starts at 185% of poverty level.

I recently retired from teaching HS science in Texas and NM, so the figures come as no surprise to me.

"Is it by design?"

My take is that it's not from some grand overarching plan, but it's a consequence of resources shifting from working/middle class families to the already wealthy. Income inequality is a serious issue and this is just another symptom.

The thing with Private school v. Public school is you get way more for the amount spent per student.
With Public school, millions are spent on other things besides education.
Private school the entire budget is all about the student.

The Voucher system and those in Poverty will have the same opportunity to get a quality education, for less cost.

It's not so much income inequality as it is globalization.

The myth that you should be able to make great wages with little education or skill was born during a fluke period in the US after ww2.

Now with globalization you just aren't going to see us ever return to the days where people like my uncles could wander out of highschool and make (in todays dollars) 80-90k a year at the steel mill etc.

Call it "inequality" but it's more income reality.
