Would the anti-regulation republicans also want to do away with infection control measures in hospitals such as .............hand washing?

They do care, so lets get rid of JCAHO. Accreditation, Health Care, Certification | Joint Commission

Thats true. There is no mention of hand washing in the Constitution'

OTOH, there is no mention of airplanes or cars either. Lots of rules and regulations around today re them though.

The clown/congressman cited did want a sign. He just wanted it to say "Employees may or may not have washed their hands."
