I'm wondering that one myself. I have heard about parents trying to teach by shock value, but this one takes the cake.

Exactly. The kid was too nice to strangers so they decided to really scare the daylights out of him in a sick and twisted way.

More governmental overreach. Parents should parent as they see fit. Leave the government out of it.
