I'd say LBJ... even though he was a failure.

Civil Rights Act, The Great Society, and Vietnam... 3 game changers that were VERY controversial during their time (and still are ...)

Y'know, I lived through all those presidencies, and I really don't remember much about them.
Harry and Ike were pretty gutsy, for sure.
But, I would have to say "Damifino", and that is not one of the choices.
