Not looking for long explanations. Just 1. No 2. no 3. no 4. no 5. no (or maybe yes but you get the idea.) etc.

1) Congress shall have the right to limit contributions to political campaigns.
2) All political contributions shall be public knowledge down to their primary source.
3) All congressional bills shall have descriptive unembellished names. A GOP law to reduce top tax rates will be called the top tax rate reduction act of 2015. A democratic bill to raise the minimum wage will be called the raise the minimum wage act of 2015.
4) The house of representatives shall have four year terms on every other even year. The Senate shall have four year terms on every other odd year. Half of each house shall elect in each applicable year.
5) Former members of congress may not have any special access to Capitol Hill.
6) Terms in congress are limited to two sequential terms. There must be one full term between serving again.
7) All PACs are prohibited both union and corporate.
8) In all states with 2 or more representatives, the districts will be drawn by computer trying to draw roughly square districts of equal population. Residence of members of congress may not be factored into the program. 9 maps will be drawn starting at each cardinal direction and each ordinal direction plus center. The two largest parties in each state shall select to eliminate one map in turn until there is one map left. Said map will be the districts for that state.
9) Congress shall be covered by a health plan at the exact median of the US population as a whole.
10) Lies on a political ad shall be punishable by making the responsible party run an equal apology ad admitting they lied and shall use the exact term, “We lied and we are liars” A fine of equal amount shall go to the US treasury.
11) Congress shall not exempt itself from laws of the whole.
12) The president shall have the line item veto in all spending bills.
13) It is prohibited to refer as spending federal money as “investing”
14) Congress members shall not be employable by any company materially affected by their committees for a period of two years.

I didn't know Congress gave to political campaigns.

Depends on what the meaning of "lie" is

Many of the provisions not selected were not selected because they were unworkable, frivolous or counter-productive. #14 only prevails because they're eligible for a pension.

Theres some better computer models for this then that, but in general, yes.

Too much gray area here. What constitutes as a lie? Obama said he would end the war in Iraq, and technically he did, but look at us now! Does that make him a liar? No. New circumstances arose; granted, they were the result of short sighted foreign policy, but still.

This can't be a law. It's too hard to decide what is considered a lie. If a president says he's gonna lower taxes, but congress won't approve, you can't rightfully blame the president for trying and failing.

That would only work if populations were spread evenly.

No it isn't. Investing and spending are two different things. The things that liberals call investments are investments only in semantic terms. I could say that if I buy a cheeseburger at McDonalds that is an investment in my future and that would be technically correct because if I don't eat I'll starve to death, but it's also absurd. Politicians, and Democrats most especially, simply use "investment" to make their overspending sound better. There is no measurable expected return on the extreme majority of the things that Obama has called for "investing" in.

- Why not call it the 'Raise the unemployment rate for minority's and the poor act of 2015'?

- Let's make it 10 years.

15) All political party identifiers shall be taken off of ballots. i.e. No more 'D', 'R', or 'I' next to candidates names. If a voter can't be bothered to learn the names of the candidates they want to vote for, then they shouldn't be voting.

16) Hosts of televised debates (where 99% of voters formulate opinions on candidates) may not exclude viable candidates as a way to muzzle them.
