You mean Congress ruins the lives of more Americans than either ISIS or Al Qaeda since it's Congresses that makes the tax laws. The IRS only enforces the tax laws. For example, if Congress says you have to pay 28% tax rate on ordinary income, that's what the IRS will enforce. If you're in the 28% tax rate and pay the 28% tax rate, how will the IRS ruin your life? If you don't like paying 28% marginal tax rates then your beef is with Congress, not the IRS. In fact, be the millionaire you aspire to be and pay only 15% tax on long term capital gains like Mitt Romney. The IRS will never touch you even if you're only paying half of what hardworking wage slaves pay.
