In Internet culture, the 1% rule is a rule of thumb pertaining to participation in an internet community, stating that only 1% of the users of a website actively create new content, while the other 99% of the participants only lurk.

Admittedly, when I think "federal employee", I do not picture high-achievers, but rather, mental midgets. After all, it was the brilliant intellect of the federal employees that brought us the dismal performance of www.healthcare.gov

To answer the question-Yes. That massive NSA center in Utah wasn't built for nothing-not to mention the NRO, which actually has a bigger budget than the NSA but just isn't talked about. Then of course there's DHS, FBI, CIA.
But as others have said, it is done by algorithms and picking up key words and sentiments to monitor. But I also wouldn't doubt that there are some hired to post to control political dialogue.
