Paranoia strikes deep
Into your life it will creep
It starts when you're always afraid
You step out of line, the man come and take you away

We've already been over this. I'm not going to play semantics, you should know what I mean.

In Internet culture, the 1% rule is a rule of thumb pertaining to participation in an internet community, stating that only 1% of the users of a website actively create new content, while the other 99% of the participants only lurk.
Variants include the 1-9-90 rule or 90–9–1 principle (sometimes also presented as the 89:10:1 ratio),[1] which state that in a collaborative website such as a wiki, 90% of the participants of a community only view content, 9% of the participants edit content, and 1% of the participants actively create new content.

I'd guess nearly as many people have heard of City-Data as voted in the last mid term election.

206,072,000 eligible voters
74,185,920 voted in the 2014

If there are 99 people reading CD for every 1 member that's 183,537,000 people. However you want to slice the numbers, there are A LOT of people who know about CD.

Admittedly, when I think "federal employee", I do not picture high-achievers, but rather, mental midgets. After all, it was the brilliant intellect of the federal employees that brought us the dismal performance of www.healthcare.gov
Ok, this is getting ridiclous. No high-achievers work for the Federal Government? If you really believe that. It was a group of guys with nothing but slide rules and main frames that had less than 1mb of ram who sent a space shuttle to the moon. I am an engineer for the the federal government. I bet my co-workers and I are a heck of a lot smarter than you.

Don't you mean doing porn and looking at Facebook?

To answer the question-Yes. That massive NSA center in Utah wasn't built for nothing-not to mention the NRO, which actually has a bigger budget than the NSA but just isn't talked about. Then of course there's DHS, FBI, CIA.

But as others have said, it is done by algorithms and picking up key words and sentiments to monitor. But I also wouldn't doubt that there are some hired to post to control political dialogue.
