The difference is that people don't believe the mafia has any right to rule them. They control a territory by force, but nobody calls them government.

When a mafia lets you choose who will be the mafia leader(s), gives you some protections or services (not offers them, just gives them and makes you pay for it), and has mafia-run schools teaching people all the great things about the mafia...people see it as legitimate and call it government.

What on earth are you talking about? The federal government, which is a system to establish and enforce laws, was established in 1787.

Are you seriously contending that the federal government passed no laws, enforced no laws, and collected no taxes before 1910?
